Commonwealth PhD Scholarships 2027/2028 (Fully-Funded)
Fully-funded doctoral scholarships in the UK for citizens of eligible Commonwealth developing countries, funded by the UK Foreign, Commonwealth & Development Office and run by the Commonwealth Scholarship Commission (CSC). Scholars carry out full-time PhD research with a clear developmental focus, with study beginning September/October 2027.
Eligibility
- Citizen of, or holder of refugee status in, an eligible Commonwealth developing country (or a British Protected Person)
- Permanently resident in an eligible Commonwealth country
- Available to start academic studies in the UK by September 2027
- By September 2027, hold at least an upper second-class (2:1) honours degree, or a lower second-class degree plus a relevant postgraduate (usually Master's) qualification
- Not already registered for a PhD, or an MPhil leading to a PhD, at a UK or home-country university before September/October 2026
- Unable to afford to study in the UK without this scholarship
Who is not eligible: citizens of the UK, and anyone already part-way into a PhD or MPhil-to-PhD programme before the 2026 intake.
What you need to apply
- A completed application through CSC Central, the CSC's own online system
- Academic transcripts and a first degree (or degree plus postgraduate qualification) meeting the required class
- A research proposal and any supporting documents your chosen UK university and the CSC ask for
Position yourself
This scholarship is explicitly aimed at applicants who could not otherwise afford UK study, and who show potential to become leaders, teachers or researchers back home. A research proposal with a clear developmental angle — how the work helps your home country, not just the field in the abstract — tends to stand out far more than one written purely for academic interest. The Commission is also assessing whether you're likely to return home and put the research to use there, so a proposal that reads like a plan for a UK or US academic career afterward works against you, however strong the research idea itself is.
Because the CSC weighs financial need heavily, start gathering evidence of that early — proof of income, a statement on why self-funding isn't realistic — rather than leaving it to the last week before the October deadline.
What to do if you are not eligible
If you are already partway through a PhD, this round will not apply to you — watch for funding aimed at continuing doctoral students instead. If your first degree falls short of the required class, a relevant Master's can still qualify you; check the exact wording on the official page before ruling yourself out. If your country isn't currently on the CSC's eligible list, the Commonwealth Shared Scholarships and Commonwealth Distance Learning Scholarships sometimes have different eligible-country lists, so it's worth checking those separately rather than assuming you're shut out of Commonwealth funding altogether.
Benefits
Return airfare from your home country to the UK
Monthly stipend of £1,712 (£2,000 in the London area)
A study travel grant, plus a paid mid-term visit home
Fieldwork travel support where approved
Spouse and child allowances where applicable
How to apply
Applications are open now and close at 16:00 BST on Tuesday 20 October 2026. Every application goes through the CSC's own portal, CSC Central — the CSC does not accept applications or supporting documents submitted any other way. Study begins in the UK in September/October 2027.
Application tip
Read the template application form and guidance document on the official page before you start CSC Central, since the required documents and format are strict, and an incomplete submission is a common reason strong candidates are turned away.
Frequently asked questions
Can I apply directly to the CSC without going through a UK university?
No — a Commonwealth Scholarship is tied to admission at a UK university, arranged through the standard process alongside your CSC Central application.
Is this the same as the Commonwealth Master's Scholarship?
No, that is a separate award for full-time taught Master's study — see our Commonwealth Master's Scholarships listing if that's the level you need.
Do I need an admission offer from a UK university before applying?
You need to be applying to, or in parallel with, a UK university course, since the scholarship is administered alongside university admission rather than as a fully separate process — check the exact sequencing on the official page, as it can vary slightly by year.

Official application: apply directly through the Commonwealth Scholarship Commission's own page. STUF curates opportunities but does not control external selection, so confirm every detail on the official source before applying.
